 Abstract

Contemporary climate change and the increasing frequency of extreme hydrological events represent one of the most significant challenges for the sustainable development of modern societies. Among natural disasters with the most pronounced economic and social consequences, floods stand out as one of the most destructive phenomena, capable of causing extensive damage to infrastructure, agricultural land, tourism facilities, and local communities. Due to their geographical and climatic characteristics, complex river basin systems, and economic structure, the countries of the Western Balkans belong to regions particularly exposed to this type of risk. Under such conditions, there is a growing need for the development of advanced systems for forecasting, monitoring, and managing flood-related risks. The rapid development of digital technologies, especially artificial intelligence, has created new opportunities for improving strategic risk management in various economic sectors. Intelligent platforms based on artificial intelligence enable the integration and analysis of large volumes of heterogeneous data, including meteorological, hydrological, satellite, and geospatial information. Such integration allows the development of more accurate models for predicting potential flood scenarios. Through the application of machine learning algorithms, big data analytics, and predictive modeling techniques, it becomes possible to identify high-risk areas in a timely manner, optimize early warning systems, and support more effective decision-making processes in water resource management. The application of intelligent artificial intelligence platforms is particularly important in tourism and agricultural regions, which are among the most vulnerable sectors to the consequences of flooding. In tourist destinations, these technologies contribute to improving safety standards, supporting infrastructure planning, and reducing economic losses caused by natural disasters. In agricultural regions, artificial intelligence supports the development of smart farming practices by enabling precise monitoring of soil conditions, water levels, and environmental parameters, thereby improving agricultural productivity and resilience. The aim of this paper is to analyze the role and significance of intelligent artificial intelligence platforms in the planned management of flood risks in tourism and agricultural regions of the Western Balkan countries. Particular attention is given to the institutional and legal framework governing the implementation of such technologies, as well as to their potential economic and social benefits. The findings suggest that the integration of artificial intelligence into flood risk management systems can significantly improve preventive mechanisms, enhance the resilience, and contribute to the sustainable development of the regional economy.
